Justification: The situation of persons with disabilities is actually very precarious, community even family discrimination is very strong; these people are not taken into account for anything, and usually do not receive any kind of assistance. In addition the situation of poverty of the families makes things even worse: there is a very obvious difficulty to integrate those people and help them to participate in a “normalized” way in their communities, e.g. receive schooling or specific attention.
Objetives: Safeguard equality of opportunities and comprehensive development and self reliance for handicapped people without resources.
- Educate technical personnel and volunteers in CBR (Community Based Rehabilitation) through early diagnosis, development retardation, intellectual disability or inclusion (family, health and education)
- Social communication and sensitization of the society about the rights of people with disabilities (PDs) and encourage their participation in society.
- Strengthen PDs organizations and create networks.
- Promote model projects of CBR (Community Based Rehabilitation)
Activities:
- Two training workshops, each 5 days by the National and two meetings for self-study.
- Ten workshops for volunteer promoters.
- Work with the family (inclusion, counselling, listening)
- Rehabilitation employing techniques of play and leisure, activities of daily life and groups with PDs and their families.
- Follow-up and continuous evaluation of the individual plan.
- Promote the project in communities (motivate potential promoters) and identify appropriate promoters and carry out interviews with them.
- Develop a curriculum: CBR, attitudes, empathy, role of promoter, self esteem, communication techniques, rehabilitation, activities of the child, sensitization
- Training workshop about the content of the curriculum (50 hours per group of 6 6 to 8 promoters)
- Supported by specialists, promoters identify children with development retardation and intellectual limitation in their communities.
- Monthly meeting of promoters
- Develop monitoring files and realize field visits with the responsible for national projects and promoters once a month.
- Specific rehabilitation
- Hold meetings to report about the project and about disability and early diagnosis with health staff of the Provinces Marban and Cercado and meetings concerning issues related to disabilities with school principals and school boards, neighborhood associations, mothers´ clubs, church and labor unions.
- Network workshop to identify and prioritize, regular meetings.
- Write semiannual and annual reports.
Beneficiary population: Direct 70 persons with disabilities (PDs) children under 6 and adults without families, in addition 48 families of disable persons and 20 volunteer promoters. Indirectly all those who conform the four communities already mentioned.
Duration of project: the project startet in 2007 and continuity is ensured until December 2009
Budget and financing: direct expenses by 2009 € 35.290,87 (participate Ay.Bergara and CAN)
