Location: Municipality of San Pablo Aguilares and Tacachico (Departments of San Salvador and La Libertad)

Justification: The map of poverty in El Salvador, describes the City of San Pablo Tacachico as a moderate poverty and Aguilares as a low poverty, which means that in both towns there are families with lack of income and inability to full fill basic needs such as education, health, drinkable water, sanitation and housing, among others. These living conditions don't allow families to leave their status of high vulnerability, marginalization and social exclusion. Doing participatory assessments in communities, we find out about problems and needs that mostly affect women and youth. Among these problems we should mention the following:
- Weakness in the processes of youth organization and participation, which is associated with the poor training of young people, low awareness of their rights, inactivity of youth committees, small number of leaders, poor implementation of policies and local development strategies which involve young people with gender equity and the poor youth advocacy, low opportunities to develop creativity, limited participation in social, sporting and cultural activities among others.
- Little coordination between local governments and citizens, because local governments and institutions do not value the importance of the development of coordinated initiatives.
- Public management with poor concept of equality between men and women, which may be due public servants and councils to have low education and experience of local development with a gender focus, title experience in the installation of units with specialized staff that contributes to implement gender-sensitive actions.
- Minimal chances for young people to implement economic initiatives, due to the difficulty for accessing to funds, technical and material resources, plus low implementation of economic policies and programs aimed to them.
Specific target: Strengthen ability for local participatory development with a gender perspective in the municipalities of San Pablo and Aguilares Tacachico
Activities:
- Socialization of the project through meetings with Community Assemblies and Municipal Councils.
- Monthly meetings with boards of Community Associations.
- Devising 10 operating community plans per annum.
- Review and update legal documents and books of the 10 associations.
- Development two Ordinary Assemblies annually for each Association, in order to be accountable to the population.
- Training 100 people on gender issues and citizen participation.
- The 10 community boards participating in open meetings and coordination spaces, generated by local governments.
- Checking and / or formulation of two municipal policies of gender equity.
- Checking and reformulation of strategic plans of the two municipalities.
- Socialization of strategic plans of the two municipalities.
- Socialization of gender equity policies in the two municipalities.
- Developing six forums interesting citizens.
- Monitoring and evaluation.
- Monthly meetings with 10 youth committees to discuss the progress of the project implementation.
- Devising of 10 community operating plans per year for each youth community committee.
- Qualifying 100 youngs by specialized trainers in subjects such as gender, citizenship and human rights.
- The 10 committees of young people participating in town meetings and coordination spaces, generated by local governments.
- Developing six forums about topics related to youth interesting citizens.
- Formulating two municipal policies for young people with Gender Equity.
- Developing an awareness program about the importance of young people development in local municipalities.
- Identification and selection of beneficiaries with the Boards and youths committees.
- Qualifying 60 young (30 women, 30 men) in breeding cattle, pigs, poultry and in organic agriculture.
- Purchasing materials and equipment for the production units.
- Implement of 60 production units.
Target population: 200 people of which 50% are women.
